In these regulations, "The Library" is deemed to include all department libraries, the Central Library, and the Library Stackroom.
In principle, the facilities of the Library are open to all.
Normal opening hours of the Library are Mondays to Fridays from 09:00 to 17:00.
The Central Library is also open on weekday evenings from 17:00 to 22:30
except for a period of not more than four weeks during July and August. In addition, the Central Library will be open between 09:00 and 22:30 on weekends during examination periods. However, books will not be issued in the evening or on weekends.

2.1
It is not permitted to:
A Notebook computer and its case are permitted to be taken into the Library.
All users of the Library are required to obey any instructions from the Library staff.
Personal effects may be stored in the lockers provided. Locker keys must be returned on the same day. Failure to return a key will result in a charge of € 27.00 being made for replacing the lock. The Library does not accept responsibility for loss or theft of users' property.
2.2
Users responsible for damage to library property will be required to pay compensation.
2.3
Unless otherwise stated, use of computer facilities and networks and facilities for electronic information exchange within the Library shall be in accordance with the TUE conditions of use. Users are referred to: Reglement Computergebruik (Dutch-language document)
3.1
All books, journals, and other media in the Library collections (hereafter referred to as "publications") are, in principle, available to library users.
3.2
Most publications in the Library collections are available for loan. Certain classes
of publications, such as works of reference, loose-leaf material, journals, audio-visual materials, and digital resources, as a rule may not be borrowed. Restrictions on borrowing are indicated in the catalogue; yellow shelfmark labels designate publications that may not be removed from the Library.
3.3
Items on loan may be reserved.
3.4
Requests for items not held in the Library but needed to support teaching, learning and research can be made by students and staff of the university. Most types of published material can be obtained from libraries of other universities and specialist institutions in this country or abroad. 4.1
Membership of the Library is granted to all staff and students of the TUE free of charge. In addition to students and staff members of the University, other persons who are engaged in private study or research, if supported by appropriate evidence of academic standing and fitness for admission may be registered as members of the Library.
4.2
Any person wishing to register as an external member of the Library must complete an application form and provide proof of identity (valid passport, driving license, or a registration card from a Dutch institution of higher education).
By registering as a member of the Library, a user undertakes to observe these Library Regulations and agrees to notify the Library of changes of address in writing.
External members who are not in any way associated with the TUE or other educational institution must provied proof of address (for example a recent bank statement) upon registering.
4.3
Registered members shall be issued with a Library card and receive a copy of these Library regulations. The Library card must be produced every time a book is borrowed from the Library. A Registration Card identifies a student as a valid library user.
Students from the Fontys Hogeschool may be registered as Library members on production of a valid student identity card and proof of enrolment.
A Library card is not transferable; it must not be lent to or used by any other person.
Members will be responsible for any use made of any Library Card issued to them. If the card is lost, the Library must be informed of the loss.
Other persons not otherwise associated with the TUE may be issued with a Library card on payment of the prescribed charge. The subscription charge is € 13.50 per annum. A charge of € 2.25 will be made to cover the cost of replacing a lost card.
Different rates apply in the case of institutions with which the TUE has signed a reciprocal borrowing agreement.
4.4
Personal information on individual users of the Library is stored in computerized files and is exclusively for library administration purposes. Only Library staff may have access to these data. This information may not be made available to third parties unless the person concerned has given permission. Users have the right to inspect the data concerning them.
4.5
Loss of a Library card or student registration card must be reported to the Library immediately.
5.1
Borrowers will be held responsible for all publications recorded as borrowed by them.
Items borrowed must be returned by the date specified when the item is borrowed. All publications must be returned in the same condition that they were in when borrowed. Borrowers who fail to return publications may be invoiced for the cost of replacement or repair.
5.2
Publications must be issued by and returned to a member of the Library staff. In order to prevent unauthorized us of Library cards, borrowers must produce proof of identity when borrowing publications on request by a member of the Library staff.
5.3
The standard loan period is four weeks. A shorter loan period may apply in the case of publications in heavy demand.
All books must be returned by the date specified to the particular library from which they were borrowed. A borrower may request the loan period to be extended. This request may be made either in person, or in writing, or by telephone, or via e-mail.
Publications on loan by be renewed for a period not exceeding four weeks if another user does not require them.
Members of staff of the TUE may have out on loan at any one time not more than 40 publications, TUE students up to 10 publications, and other borrowers a maximum of 4 publications.
Borrowers who fail to return a publication by the due date will be subject to a fine levied by the Library.
6.1 Rates of fines
The fine will be calculated per week and per publication and will apply to all borrowers. Fines will be calculated from the expiry of the loan period (due date).

In the fifth week after the due date the maximum fine of € 5,00 will be charged.
Borrowers who fail to return overdue books within 7 weeks of the due date may be invoiced for the full cost of replacement plus € 11.00 administration fee and the accrued fines. Borrowers who subsequently return books after invoices have been issued shall be required to pay a fine of € 5,00 per invoiced book plus € 11.00 administration fee.
Failure to respond to a demand for payment may result in the Library instituting legal proceedings.
The Library is the legal owner of all publications included in its collections.
6.2 Reminders
Staff and students of the TUE will receive a first and second overdue notice by e-mail after the loan period has expired. If the e-mail address is unknown, the notice will be sent by mail. Subsequent notices will be sent by mail.
The Library is not obliged to send overdue notices or reminders. This is a service provided by the Library.
Overdue notices are sent to all borrowers at the following intervals:
Following the dispatch of a 3rd reminder, borrowing privileges will be suspended at all libraries of the TUE. The suspension of borrowing privileges remains effective until the book in question has been returned and fines or costs of replacement have been paid.
7.1
The Library is entitled to adjust the rates specified in these regulations providing sufficient notice has been given of intention to do so.

7.2
Clarification on matters not covered by these regulations may be requested in writing from the librarian of the TUE. Objections to these regulations and appeals against decisions made by the librarian may be made to the Board of Governors of the TUE.
